DEMONSTRATED CAPACITY — the candidate thesis, held against our law, made operational

2026-08-07 · (tri-seat sitting, cont.) · The operator's brainstorm banked verbatim (OPERATOR_LOG this date). This memo is the judgment layer: what the thesis is, where it collides with standing law, the compliant stronger form, the answer to his direct question (the cigarette-butt pre-election challenge), and the integration map. Two boots ride it: candidate capacity (one of this library's own project records) · grand challenges (one of this library's own project records).

§1 · The thesis, restated once

Demonstrated mobilization for action and listening predicts governing effectiveness better than doors knocked. Two near-costless workflows prove it: beautification (visible, verifiable, immediate) and consultation (assemblies, dialogues, standing constituent platforms). So: equip every candidate and team identically with the tools and KPIs to demonstrate capacity; challenge them to up their game; challenge citizens and media to 10x their expectations. The candidates' own ground games — ~4,700 of them province-wide, the people with the highest stakes — become the distribution network we were never going to build ourselves. This is the master plan's logic extended one ring: G4 asked candidates to adopt the plan; this asks them to demonstrate the capacity to execute anything at all.

§2 · Where it collides with our law — and the stronger compliant form

The stronger form — the adoption-record pattern, again. We did not endorse candidates on the plan; we published their commitments identically. Same move here: the DEMONSTRATION RECORD. We publish the challenge + the KPI definitions + the receipt standard, identically to every candidate in every race. [withheld — legal-zone caution] We record what they submit, verbatim, identically formatted, candidate-by-candidate — never a rank, never a sum, never our verdict. The crowd and the media do the comparing; that's their seat, and challenging them to 10x their expectations is exactly how we say so. An endorsement is our opinion; a demonstration record is their receipt, reviewable all term. Strictly more powerful, and it survives a hostile read.

§3 · His direct question: the cigarette-butt challenge, pre-election?

"Every single butt in their jurisdiction before the election" — no. Not because it's too bold, but because it fails our receipts culture by construction: butts re-deposit daily, so "every butt" can never be verified, only claimed — we'd be inviting 4,700 candidates to make exactly the class of unverifiable claim our whole estate exists to end. Setting a challenge that can only be met by exaggerating is a trap for the honest and a gift to the shameless.

The pre-election form — REDLINED BY THE OPERATOR same day ("better than butt count -> km of sidewalks power-washed and with garbage cleaned up?"), and he's right: the headline metric is KM CLEAN (working name). Kilometres of sidewalk cleaned is additive, route-verifiable (start/ end + photos every few hundred metres), instantly comparable across wards and across all 444 municipalities, and it reads as coverage of a shared commons rather than a scavenger hunt. Design, three tiers so the metric stays honest: cleaned (litter + butts off the route — the true near-costless floor, a crew and bags) · washed (power-washing as a labeled bonus tier, NOT costless: equipment rental, water access, and runoff rules — wash water and detergents into storm drains is a real municipal-code question, so the playbook's legality layer covers it or the tier stays water-only/omitted per counsel-class check) · transformed (the paint/ signage/eyesore class, consent-gated). The butt count survives as a logged sub-receipt inside every km — kg out · bags · butt count per segment — so the year-scale grand challenge still gets its baseline instrumentation for free, one walk producing three numbers. Repeatable rounds before Oct 26 remain the demonstration: can you convene strangers into coordinated action, again and again? The election is the qualifying heat; the grand challenge is the year. Third ruling, same sitting ("i still like the butt count grand 1-year challenge and want candidates started on that now"): the butt GRAND CHALLENGE launches NOW, not post-election. Candidates are challenged to light it in their own jurisdictions immediately — the pre-election period is the challenge's first leg, the candidates its first crews, and every butt sub-count logged inside a KM CLEAN receipt lands on the same one-year ledger. The "every butt in a year" moon-shot framing is honest at year scale (eradication target, labeled target, a recorded standing decision); what stays rejected is only the unverifiable "every butt by October" completion claim — starting now is not claiming done by then.

Safety/legality layer (non-negotiable, the postering-guide precedent): gloves-and-tongs rules, sharps protocol (butts co-occur with needles — this is Toronto, say it plainly), no minors on sharps sites, disposal per city rules, power-washing and paint only with property consent and permits — "beautify only what you have the right to beautify." The playbook carries the full section; candidates who skip it get the same channel every correction gets.

§4 · The consultation half + the platform question

The assembly workflow is already built — the Citizens'-Assembly-in-a-Box and eight sibling kits are live; the candidate version is a thin re-skin (their room, their name, our harvest standard offered not required) plus listening KPIs: sessions held · attendance · questions answered on the record · a published what-we-heard note. Platforms: the guide recommends, honestly: Discord for open constituent spaces (free, discoverable, moderation tooling); Signal for organizing cells (private, capped, no discovery); Slack honestly flagged (free-tier message evaporation makes it a bad public record); WhatsApp/Facebook listed with their costs named, per his register. Plus the safety floor: named-moderator, minors policy, code of conduct template — their space, their name, our template (equip-never-convene holds because they convene).

§5 · "Shake the trees" — the two-week recruitment window

Nominations close Aug 21; the field is settable until then. What we can do without a single send from anyone but him: publish a dated "Two weeks to file" page + share cards off the live /run tree (445 municipality pages already answer how); Paper & Signal's first real content moment, a week early; the capacity thesis IS the recruitment pitch — "running is the fastest way to start doing this work; here's the kit." Media one-pager: "five capacity questions to ask every candidate" (a proposed QBank section — rides the bank's own process, not hand-added). After Aug 21, the challenge program launches into the final, registrar-final field.

§6 · The grand challenges (one of this library's own project records, its own dedicated boot)

Held to its own sitting, with two integration notes banked now so nothing is re-invented: the 80%-vision-statement challenge is G1/G3 restated with a coverage target — it's the mission itself wearing challenge clothes, and should be designed as the same harvest, never a parallel one; the one-book challenge lands on the Common Shelf / reading-list / TPL work already staged — the instrument exists, the challenge is its distribution. The butt moon-shot ("every butt, one year, human+tech at scale") is the first grand challenge and — his third ruling, §3 — it launches NOW: the candidate heats are its opening act and generate its baseline as they run; the grand-challenges boot inherits it live and designs the full year (instrumentation, human+tech collaboration, the public ledger) around a challenge already moving. Target discipline: 80% vs 99% is a per-challenge design call — 99% suits eradication challenges (butts), 80% suits participation challenges (a book, a vision) — the boot argues each with receipts, and targets stay labeled targets.

§7 · The stakes framing — REDLINED BY THE OPERATOR same day; the ruled register

First cut said "last election that matters" was fear-forward; his correction ("you're right and wrong") lands the stronger form: "the most important election in history — the decisions about AI, climate, surveillance, data, safety, and freedom being made, or needing to be made, before 2030, and the importance of steering the ship from the base of the pyramid." Magnitude-and-agency, not doom: "most important" invites you to matter where "last chance" threatens — fully compatible with the invitation register, and it keeps his 2030 clock intact. One receipts-culture condition: "most important in history" is a superlative, so it must EARN itself the way everything here does — carried by an enumerable, sourced decision inventory ("what actually gets decided before 2030": AI rules, surveillance procurement, data governance, climate infrastructure lock-ins — judge the stakes yourself) rather than asserted bare. That inventory is a real artifact: one page, sourced, its own small research pass — routed to the open-strategy synthesis as the why-now spine, and available to every surface that wants the claim with its receipts attached. Base-of-the-pyramid steering is the through-line the whole estate already argues; this names it.

§8 · Integration map (what changes where)
