What the general finding misses

The FLAGSHIP's own guardrails — bias auditing, human-in-the-loop, transparency, consultation before deployment — are exactly the terrain Chiefs of Ontario has already published a full research paper on, addressed to "the current draft framework being proposed for the Ontario public services use of AI." A named First Nations political body has already stated what that governance must look like to be real — a bar (rights-holder consultation, not advisory-table box-ticking) the flagship's own "human-in-the-loop" language doesn't reach.
