THE PROBLEM — Climate adaptation and mitigation in Toronto

1 · The problem

Toronto faces two faces of one climate problem, ranked together because the decisions of this council term lock in the results either way for decades. On adaptation, Ontario's own fiscal watchdog prices doing nothing at $4.1 billion a year in infrastructure damage against $3.0 billion a year for proactive adaptation — and municipalities carry 71% ($506 billion) of the exposed provincial infrastructure portfolio. The precedents keep arriving, and keep costing more: the July 2013 storm cost $1 billion in insured losses, July 2024's storm roughly $990 million across the GTA, and by the 2080s southern Ontario is projected to see 55 to 60 days a year above 30°C. On mitigation, Council has adopted a 65% cut in greenhouse-gas emissions by 2030 against a 1990 baseline, with net zero targeted for 2040 — but the retrofit program funded so far touches roughly 15 buildings and 2,200 units against a building stock of hundreds of thousands, and that pace-versus-target gap is the problem in one number. Every order of government holds a real lever: the City runs stormwater capital, the heat strategy, and TransformTO's retrofit funding each cycle; the province sets the Conservation Authority framework and the building code; Ottawa runs the federal disaster-mitigation and retrofit funds both sides draw on. Who's hit hardest: basement-flooded homeowners, heat-exposed seniors and tower residents without cooling, every ratepayer funding the repairs — and, as the questions below make explicit, poorer neighbourhoods disproportionately, since tree canopy and the ability to cool a home both map closely onto income. The primary question: how do we make Toronto the best big cold-climate city in the world at living with the climate it already has and cutting what it promised to cut — floods held, heat survivable for everyone, the retrofit decade actually run at scale — before this term's decisions lock in the alternative for fifty years?

Raised this review — important questions no bank asks: - Both of this problem's own register gaps are the same shape — a missing published trend line a resident could actually go check (Toronto's heat-mortality receipt for adaptation, the citywide emissions-trend-vs-interim-targets receipt for mitigation). Who is actually responsible for publishing both on a fixed annual cycle, and what happens the year a target date arrives with no reconciled number at all? - The FAO prices proactive adaptation at $3.0 billion a year against $4.1 billion for doing nothing, and municipalities own 71% of the exposed infrastructure — but the City's own fiscal capacity is itself rationed (register row C3). If the cheaper path requires capital the City doesn't currently have, what is the actual financing plan that closes that gap, beyond the federal disaster-mitigation top-up already named? - The retrofit program's own numbers show roughly 15 buildings and 2,200 units done against a stock of hundreds of thousands.
