The entanglement map (judge portfolios with this, rank with the tiers)
Five load-bearing chains, every link a receipted register entry:
- The price chain: X09 trade war → food/goods prices (§1: the 2026 food report names the trade dispute as a driver) → X14 squeeze → X06 deep poverty → H2 food banks (4.1M visits) → C2 shelter pressure. A tariff decision in Washington ends in a Toronto shelter queue.
- The housing chain: C1 supply failure (632 completions vs 65k target) → C5 rent churn → X06/E4 → C2 homelessness → M budgets (C3) → less capital for E2/F4 climate work. The 47:1 approvals-to-completions ratio is the chain's choke point.
- The fiscal chain: C3 is load-bearing under every M-lever row — E2 adaptation ($4.1B/yr provincial exposure), H10 water ($9.28B renewal), D3 parks backlog, A1 the largest discretionary line. One structural revenue gap rations all of them simultaneously.
- The work chain: X01 AI exposure (57.4%) + X16 driving automation (91k+ counted drivers) + X09 manufacturing losses (119,200 jobs at risk) all land on the same population within the same decade → X03 precarity → X06/X14. Three separate literatures, one labour market.
- The trust chain: X05 education decay + X02 isolation (13% often-lonely) + H8 participation gap + X08 provincial override risk → weakened civic capacity to respond to chains 1–4. The metacrisis version: the problem-solving system is itself a problem row.
Portfolio implications: X10 resilience and C3 fiscal capacity punch above their tier ranks — each de-risks multiple chains at once; a Tier-3 values ruling that ignores chain 1 treats poverty as separable from the trade war when the receipts say otherwise; and any Solution Suite portfolio should cover at least one link in every chain rather than stacking on one.

Method: six 0–5 axes (SCALE · SEVERITY · TREND · EQUITY · LEVER · URGENCY) scored from four perspectives; a problem that stays high across all four rises, and one that moves with the lens goes to human judgment — never silently averaged. Disagreeing with the order is part of the point: tell us where the ranking is wrong.
