THE PROBLEM — Transit and Traffic Congestion in Toronto
1 · The problem
Toronto's transit system is running below where it needs to be, and the region pays for it twice — once in fares and taxes, once stuck in traffic. Ridership sits at roughly 78% of 2019 levels on a budget built to serve more riders than that, while congestion itself now costs the Greater Toronto and Hamilton Area an estimated $44.7 billion a year (2024) — $10.1B in direct economic loss plus $34.6B in social value, $56.4B Ontario-wide — a figure projected to climb toward $85.5 billion a year by 2044 if nothing changes. This is a problem with a river of money running through it and very little of it under the city's own control: the corridor and procurement decisions being made this very term — the Ontario Line build-out, Eglinton's transition into operation, bus electrification — are the kind that lock a system's shape in for decades. Riders carry the daily cost disproportionately: lower-income Torontonians, women, and shift workers depend on the system most and are hit hardest when it's slow, unreliable, or unaffordable; fare affordability is also one thread of the city's wider cost-of-living squeeze (see the register's X14 umbrella). Drivers pay too, stuck in the same congestion the transit system was supposed to help relieve. The formal levers split unevenly: the City controls TTC service levels and fares, Queen's Park controls Metrolinx's capital program and whether it funds TTC operations at all, and Ottawa's capital programs round out the rest. Could Toronto price road use — and should it?
- Is Toronto even legally allowed to do this?
- Two separate provincial statutes currently bar Toronto from pricing any road it owns at all — and even the Gardiner and DVP, once ownership transfers to the province around 2027, would fall under the second one. New York's own experience shows that even after the legal fight is won, actual toll collection can take another six years. The register carries no blocking gap on this problem: "none blocking — congestion receipt landed above" is the B1★ entry's own gap-cell. What's genuinely open sits one layer down, in questions this review raised that have no evidence shelf yet:
