Toronto's shelter data in national context: a cross-city comparison, and a real data-currency caveat
Toronto's own shelter capacity and demand figures read differently once placed alongside Calgary, Ottawa, Vancouver, and the national count — and the underlying open datasets carry a real currency lag worth stating before citing any of them as "current."
The finding
StatCan's own Homeless Shelter Capacity table shows Toronto's emergency shelter bed count did not simply
grow year over year: 3,529 beds in 2020, dropping to 3,089 (2021) and 2,929 (2022), before partially
recovering to 3,227 (2023) and 3,296 (2024) — still below the 2020 figure four years later CSRL2-837.
Ottawa's own HIFIS data shows a different trajectory for a different metric — unique monthly shelter-
system clients rose from 3,658 in June 2024 to 4,596 by May 2026, a substantial increase over roughly two
years CSRL2-848. Vancouver's 2025 Point-in-Time count enumerated 2,715 people experiencing homelessness
citywide CSRL2-841. Nationally, Canada's Third Nationally Coordinated Point-in-Time Count (2020-2022
cycle) enumerated 40,713 people, per the OECD's own Affordable Housing Database country note on Canada
CSRL2-860.
A real, disclosed data-quality issue applies to two of the open datasets this library relies on for
current figures. As of a July 2026 check, Toronto's own Daily Shelter and Overnight Service Occupancy
dataset's most recent available date was December 31, 2025 — already a real currency lag from whenever
it is actually queried CSRL2-836. Calgary's Emergency Shelters Daily Occupancy dataset showed the same
pattern: its most recent date with real data was June 30, 2025, as of the same July 2026 check CSRL2-844.
Why it matters
Reading Toronto's shelter bed count in isolation could suggest steady growth; reading it against StatCan's full 2020-2024 series shows a real dip and only partial recovery — a materially different story. Placing Toronto alongside Ottawa's rising client count and Vancouver's and the national Point-in-Time figures gives a sense of scale and relative trajectory a single-city view cannot provide. The data-currency caveat matters practically: anyone using these open datasets to describe "the current state" of Toronto's or Calgary's shelter system needs to know the data itself may already be six-to-seven months old at the time of query, not truly live — a distinction this page states plainly rather than assuming away.
What this page does not cover
This page does not explain why Toronto's bed count dropped between 2020 and 2022, only that it did. It does not reconcile StatCan's bed-count methodology against each city's own open-data occupancy datasets, which may measure different things (beds vs. clients vs. people counted). It does not verify whether Toronto's or Calgary's dataset currency lag has since closed as of any date after this page's own July 2026 check. It does not carry a "case against" any city's shelter system, since the sources reviewed are government and OECD statistical data, not a documented opposing position.
