Medicine Hat and London: two "functional zero" achievements, and what sustaining them actually took
Both of Canada's earliest "functional zero" homelessness achievements have a less triumphant, more honest second chapter than their initial announcements suggest — Medicine Hat's status reversed within months, and London's own veteran functional zero was sustained for only half its first two years.
The finding
Medicine Hat, Alberta became the first Canadian city to achieve functional zero chronic homelessness in
June 2021 — three or fewer chronically homeless people sustained for three consecutive months CSRL2-175.
That status reversed: by the September 2022 Point-in-Time count, chronically homeless individuals had
risen to 19, with a broader in-and-out count of roughly 150 people CSRL2-176.
London, Ontario was announced in February 2021 as the first Canadian community to functionally end
veteran homelessness CSRL2-177. A fresh S1 discovery adds real nuance to that achievement: CAEH's own
follow-up analysis confirms London sustained functional zero status for only 12 of its first 24 months,
exceeding its threshold from April through September 2022 after an inflow of 6 new individuals in one
month (against a typical 1-3 per month) — attributed to data corrections following staff turnover and
improved system identification of veterans experiencing homelessness, not necessarily a real increase.
London returned to sustained functional zero status by October 2022 through increased working-group
meeting frequency, expanded Housing First capacity, and repurposed emergency shelter spaces
[CL-90666].
Why it matters
Both cities' stories are more useful read honestly than as clean success narratives: Medicine Hat's reversal and London's own gap months are real, documented parts of what achieving and sustaining "functional zero" actually looks like in practice, not evidence that the framework doesn't work. London's specific finding — that a data-quality improvement (better identification of already-homeless veterans) can itself cause an apparent threshold breach — is a genuinely useful methodological caution for anyone interpreting a single month's numbers without that context. Reading these two cases together gives a more realistic picture of what "achieving functional zero" requires on an ongoing basis, not just at the moment of first announcement.
